Mayors of 13 Municipalities sign Letters of Intent with Resident Coordinator of United Nations to Build Local Development Capacities and Sustain Peace in Pčinja and Jablanica Districts of South Serbia
Bujanovac, South Serbia, 2nd December 2009 - The Mayors of 13 Municipalities of the Pčinja and Jablanica Districts of South Serbia and the Resident Coordinator of United Nations in Serbia, Mr. William Infante signed today Letters of Intent, which will enable the implementation of two projects worth USD 7.92 million, focusing on "Capacity Building for Inclusive Local Development" and "Promoting Sustainable Peace in South Serbia".
The Letters of Intent were signed today in the presence of Mr. Milan Markovic, Minister of Public Administration and Local Self Government in the Government of the Republic of Serbia, which is the lead partner to the United Nations Country Team in Serbia in designing and implementing these projects.
One of the two projects, Promoting Sustainable Peace in South Serbia, is financed by the Spanish MDG Achievement Fund in the amount of USD 2.5 million, whilst Capacity Building for Inclusive Local Development, worth USD 5.49 million, is supported financially by the Governments of Norway, Sweden, Switzerland and UNDP's Bureau for Crisis Prevention and Recovery (BCPR).
The two projects will be implemented from December 2009 until the end of 2012, and will strengthen the communities in South Serbia by supporting municipalities in better design and implementation of policies related to provision of public service with particular focus on different ethnic groups in South Serbia. Moreover, the Projects will support the establishment of the Regional Ombudspersons Office in South Serbia.
In addition, these projects will focus on increasing overall economic prosperity of the region and reducing evident disparities in wealth that exist between municipalities, between ethnic groups and between women and men of the region. This will include increased funding for regional and municipal level infrastructure projects that will support job creation across the 13 municipalities.
Finally, a special feature of the activities to be undertaken within the framework of the two projects will be the support provided to migrants in South Serbia, with the objective of enabling their active participation in the social and economic life of the region.
Combined with participatory policy making practices, which engage women, ethnic minorities, youth and adolescents, refugees and Internally Displaced Persons (IDPs) in decision-making processes, these two projects will ensure that communities in South Serbia are stronger, more integrated and better able to reduce inter-ethnic tensions and conflict risk.
Bringing together several of the specialized UN agencies, this Programme will be jointly implemented by the United Nations Development Programme (UNDP), United Nations High Commission for Refugees (UNHCR), United Nations Children's Fund (UNICEF), International Labor Organization (ILO), International Organization for Migrations (IOM) and UN Habitat, the UN's housing and human settlements agency.
The 13 Municipalities which will benefit from these two projects include: Vranje, Trgovište, Bosilegrad, Vladičin Han, Surdulica, Bojnik, Medveđa, Leskovac, Lebane, Vlasotince, Crna Trava, Preševo and Bujanovac.
Mr. Infante used the occasion of the signing ceremony to highlight the commitment of the United Nations, the Government of Serbia and the Governments of Spain, Norway, Sweden and Switzerland to the people of South Serbia and to supporting their own efforts in building a peaceful and prosperous future.

About MDG Achievement Fund
In December 2006, United Nations Development Programme (UNDP) and the Government of Spain signed a far-reaching agreement establishing a new fund to accelerate efforts to reach the Millennium Development Goals, and to support UN reform at the country level. The Spanish Government has committed more than USD 700 million to the MDG Achievement Fund (MDG-F), to be programmed between 2007 and end-2010.
With this support, the Government of Spain is demonstrating its firm commitment to international development and to a strengthened multilateral system, and United Nations, in particular. The establishment of the Spain-UNDP MDG Achievement Fund is a landmark in this expanding institutional partnership.
The MDG-F will intervene in a number of thematic areas, including democratic governance, gender equality and women's empowerment, basic social services, economic and private sector development, environment and climate change, culture and development and conflict prevention and peace building.
The Balkans constitutes a region of major attention for the MDG-F, which supports several projects in different countries of the region, with an estimated budget of more than USD 54 million. In this framework, witnessing the clear commitment of Spain to Serbia, Serbia will be one of the main beneficiaries of the projects of the MDG-F in the Balkans: three projects, with an estimated budget of more than $12 million, will be implemented in the areas of youth, employment and migration, conflict prevention and peace building, and development of the private sector. The Joint Programme in Support of Sustainable Peace in South Serbia is one of three approved projects that will be implemented in this context in Serbia.

About National MDG Targets in Serbia
Having in mind that MDGs need to be adjusted to specific citizens' needs and problems, both at a national and at a local level, the MDG Task Force in Serbia prepared in the course of 2006 the MDG Monitoring Framework, whereby global targets and indicators, were tailored to the Serbian context and aligned with national priorities and strategies. The Monitoring Framework was adopted by the Serbian Government in March 2007, becoming the official MDG monitoring and evaluation tool for Serbia. 7,9 милиона долара за 13 градова и општинa са југа Србије
Градоначелници и председници 13 градова и општина у Пчињском и Јабланичком округу и Стални координатор Уједињених нација у Србији Вилијам Инфанте потписали су у Бујановцу Писма о намерама, која ће омогућити спровођење два пројекта укупне вредности у износу од 7,92 милиона долара. Реч је о пројектима „Изградња капацитета за инклузивни локални развој" и „Промовисање и очување одрживог мира на југу Србије".
Писма о намерама су потписана у присуству министра за државну управу и локалну самоуправу и председника Координационог тела за општине Прешево, Бујановац и Медвеђу Милана Марковића. Министарство је главни партнер тима који чине агенције Уједињених агенција у Србији у припреми и спровођењу ових пројеката.
Пројекат „Инклузиван локални развој у јужној Србији" је заједно са пројектом „Промовисање одржања мира у јужној Србији" усмерен на пружање подршке активностима на одржању стабилности у јужној Србији, а циљна група су запослени у локалној управи и специјализоване институције, угрожене заједнице, млади и жене.
Министар је прецизирао да ће пројекти бити спровођени на територији 13 градова и општина Пчињског и Јабланичког округа. „Пројекти ће бити реализовани у Врању, Трговишту, Босилеграду, Владичином Хану, Сурдулици, Бојнику, Медвеђи, Лесковцу, Лебану, Власотинцима, Црној Трави, Прешеву и Бујановцу. То су локалне самоуправе којима је ова врста пројеката потребна у циљу јачања локалне самоуправе и институција како би се унапредио живот грађана у овим заједницама", рекао је министар Марковић.
Према речима сталног координатора УН у Србији Вилијама Инфантеа, спровођење поменута два пројекта има за циљ већу доступност институција и унапређење њиховог рада. „На тај начин биће остварене и претпоставке за економски развој и унапређење квалитета живота грађана у том делу Србије", рекао је Вилијам Инфанте.
Писмо о намерама су потписали и амбасадор Краљевине Шведске Кристер Брингеус, амбасадор Швајцарске Ервин Хофер, први секретар амбасаде Краљевине Шпаније Пабло Руперез и први секретар амбасаде Краљевине Норвешке Јорген Кран. Они су истакли посвећеност њихових држава да становницима југа Србије пруже подршку у њиховим напорима у изградњи безбедне и економски јаче будућности.
У име своје и осталих дванаест локалних самоуправа, председник општине Бујановац Шаип Камбери захвалио се Влади и земљама донаторима на помоћи.
Пројекат "Промовисање одрживог мира на југу Србије" финасира шпански Фонд за остваривање Миленијумских циљева развоја у износу од 2,5 милиона долара, док пројекат Изградње капацитета за инклузивни локални развој у износу од 5,49 милиона долара заједнички финансирају владе Норвешке, Шведске, Швајцарске и Канцеларије за спречавање криза и подршку опоравку Програма Уједињених нација за развој (УНДП). Ова два пројекта ће бити спроведена у периоду од децембра 2009. до краја 2012. године.
